How Does a GPS Tracker Without a SIM Card Work?
A lot of people look for a tracker "without a SIM" to avoid a monthly subscription. To work out which kind fits, you need to separate the two jobs a tracker does: fixing its position, and sending that position to you.
Two separate jobs in one device
A location tracker does two separate things.
Fixing its position. This is the GPS receiver inside the device listening for satellite signals and working out its own coordinates. It needs no SIM, no carrier, and costs nothing. Every tracker with GPS does this even with no SIM installed.
Sending that position out. This is the part that needs a transport for the coordinates to leave the device and reach your phone or computer. This is what varies by type of tracker, and it's also what determines whether there's a subscription.
In other words, "no SIM" doesn't mean "the location reaches you by magic". It means the device uses a different transport instead of the mobile network.
The transports a tracker can use instead of a SIM
Bluetooth
The device reports its location to a nearby phone over Bluetooth. This only works within a few tens of metres, so it suits finding something you left at home or nearby, not knowing where a child ran off to over the next hill. Some devices of this kind also piggyback on the network of strangers' phones passing by to report an approximate location - useful in a crowd, nearly useless at an empty campsite.
LoRa radio / local network
The device reports its location over LoRa radio to the other devices in the same group. No SIM, no subscription, no need for the area to have cell service. Range is much further than Bluetooth but still depends on terrain, and only people in the group carrying a compatible device can see the location. This is the kind of tracker that suits a family or group travelling together out of coverage.
Satellite
The device reports its location over a satellite network. It works almost anywhere with a clear view of the sky, including places with no cellular infrastructure. In exchange, this kind almost always comes with a subscription, and the device is more expensive.
Wi-Fi
Some devices report their location when they can connect to a known Wi-Fi network. This suits knowing that a device got home or reached a fixed location, not outdoor use.
What "no subscription" actually means
Trackers that use the mobile network (with a SIM) almost always need a subscription, because every location report uses the carrier's data. Devices that use Bluetooth, LoRa or Wi-Fi have no recurring fee, because they don't go through a carrier. The trade-off is the up-front device cost and a limit on range or usage conditions.
Satellite devices sit in between: no SIM, but usually still a satellite service plan.
Choose by what you need to do
Finding things you misplace around the house or city: a Bluetooth tag is enough and the cheapest.
Knowing where a child, pet or bag is when the whole group travels together out of coverage: a LoRa tracker makes sense, because it doesn't depend on cell service and shows on the group's shared map.
Tracking an asset that moves anywhere without you: a device that uses the mobile network (with a subscription) or satellite is the practical choice, because you need the location to reach you from anywhere.

One note: a tracker tells you roughly where a device is, not whether the person or thing is okay. For young children, it's a coordination tool, not a reason to relax supervision.
